Description
Create a Paper plugin for Minecraft 1.21.11.
Deliverables:
- Full source code
- plugin.yml
- config.yml
- Gradle or Maven build file
Implement ONLY:
- Main plugin class
- A simple /utilspackreload command (permission utils.admin.reload) that reloads config.yml
- A message utility that supports & color codes AND hex colors like #RRGGBB
- Config file with a messages section and a commands section (placeholders are ok)
Do NOT implement any gameplay commands yet. Focus on compiling and running on Paper 1.21.11.
