Generate me a high quality custom runes plugin for paper/spigot 1.21.11 each rune having its own abilities with a gui where members can preview the existing runes and a balance gui which admins can use to easily balance the runes also add a /giverune so admins can easily access and test runes the plugin shall be named CherryRunes
