Create a Lobby Management plugin for Paper.
Integration: Hook into Citizens API.
NPC Logic: When clicking an NPC named 'Lifesteal Portal', teleport player to world 'lifesteal_lobby'.
SafeZone: In world 'lifesteal_lobby', disable PvP, disable mob spawning, and cancel all BlockBreakEvent/BlockPlaceEvent.
Only allow player-NPC interactions in this world.
