Description
Create a Paper/Spigot Minecraft plugin named "ClearNetherite".
The plugin must register a command `/clearnetherite` that can only be executed by OP players.
When the command is executed:
1. Remove all Netherite Ingots from every online player's inventory and ender chest.
2. Remove all Netherite Ingots from every offline player's playerdata file.
3. Remove all Netherite Ingots from every chest, barrel, shulker box, and trapped chest in the server world, including unloaded chunks (scan region files).
4. After completion, send the message "All Netherite Ingots have been removed from the server!" to the command sender.
Constraints:
- The cleanup should only happen once when the command is run, not automatically or repeatedly.
- Must support Paper API (latest version).
- Use NBT libraries or direct file access for offline players and world containers.
- Ensure the command is restricted to OP players only.
